Could be a five, but because it is usually crowded, and patrolled and the speed limit is 35 i gave it a 4. It would be more fun to ride if it wasn't for the above. But it is still a pretty ride and drive. It is in the NPS and so there is an entrance fee at either end ($25.00? i think), unless you have one of the passes. LEO's are NPS and fines are federal, and cost a lot. This is usually considered the northern extension of the Blue Ridge Parkway. the two combine for almost 600 miles of no light, or stop signs, from Cherokee, NC to Front Royal VA (almost Wash DC). Plenty to do along this route which is through the Shenandoah National Park. Definitely worth a ride, at least once.
